Atividades Essenciais: Veja Os Estados Que Vão Aderir A Abertura De Academias E Salões

Governadores de diversos estados se manifestaram sobre decreto presidencial que permite a abertura de salões de beleza, barbearias e academias de ginástica, por terem sido incluídas na lista de atividades essenciais durante a pandemia da covid-19.

Vale lembrar que decisão do Supremo Tribunal Federal (STF) definiu que cabe aos governos estaduais e municipais estabelecer medidas restritivas de locomoção e coordenação das atividades dentro de suas fronteiras, sem o aval do governo federal.

Reabertura dos comércios

O presidente Jair Bolsonaro vem se manifestando há várias semanas pela reabertura dos comércios e, diante da decisão do STF, ampliou os serviços essenciais. Já foram incluídos, além de supermercados, farmácias e infraestrutura, outros segmentos, como construção civil e, agora, salões, barbearias e academias.

Em sua conta no Twitter, Bolsonaro justificou a medida afirmando que a intenção é “atender milhões de profissionais, a maioria humildes, que desejam voltar ao trabalho e levar saúde e renda à população”.

“Academia, educação física, o esporte é saúde. Uma pessoa se tornando sedentária ela fica mais propensa a adquirir doença, ela fica mais irritada, uma série de coisas acontece com o organismo daquela pessoa. Por isso nós classificamos como essencial as academias”, disse o presidente na porta do Palácio do Alvorada no início da noite de hoje.

Segundo Bolsonaro, a Advocacia-Geral da União (AGU) será acionada para fazer valer o cumprimento do decreto pelos governos estaduais. “Se por ventura o governador falar que não vai cumprir, a Advocacia-Geral da União e o Ministério da Justiça vão tomar as devidas providências”, disse.

Nordeste

Por meio do Twitter, o governador do Piauí, Wellington Dias, declarou que o estado não abrirá esse dois tipos de estabelecimentos comerciais. “Vamos continuar seguindo as medidas adotadas até o momento, baseadas na ciência, mantendo o isolamento social, que é a melhor alternativa para o que estamos vivendo agora”.

O governador de Alagoas, Renan Filho, também anunciou por meio de sua conta no Twitter que manterá salões e academias fechados no estado até o dia 20 de maio. “O Decreto 69.722 mantém fechados segmentos da economia cujo funcionamento gera aglomeração e proximidade entre as pessoas. Essa é uma forma de diminuir o avanço do contágio da covid-19 em Alagoas”, publicou.

Camilo Santana, governador do Ceará, também usou o Twitter e seguiu a mesma linha. “Informo que, apesar de o presidente baixar decreto considerando salões de beleza, barbearias e academias de ginástica como serviços essenciais, esse ato em NADA ALTERA o atual decreto estadual em vigor no Ceará, e devem permanecer fechados. Entendimento do Supremo Tribunal Federal”, postou.

Também no Twitter, o governador da Bahia, Rui Costa, afirmou que não vai acatar o previsto no decreto presidencial. “As nossas medidas restritivas serão mantidas respeitando critérios científicos reconhecidos mundialmente. A #Bahia vai ignorar as novas diretrizes do Governo Federal. Manteremos nosso padrão de trabalho e responsabilidade. O objetivo é salvar vidas. Não iremos nos afastar disso”, pontuou.

O governador de Pernambuco, Paulo Câmara, decretou quarentena em cinco municípios da região metropolitana de Recife a partir de sábado. “Precisamos aumentar o isolamento social para evitar o crescimento acelerado da doença. Estudos apontam que o isolamento social salvou quase 3,5 mil vidas”, afirmou em vídeo publicado pelo governo em redes sociais. Os serviços essenciais continuam funcionando de acordo com o decreto anterior, que prevê estabelecimentos como supermercados, farmácias e padarias.

O governador do Maranhão, Flávio Dino (PCdoB), questionou se o presidente tornaria “andar de jet ski” uma atividade essencial, em referência ao passeio de Bolsonaro no fim de semana em Brasília. Diante das críticas do presidente aos governadores que rejeitaram abrir salões e academias, Dino afirmou novamente em sua conta no Twitter que a decisão visa a “atropelar a forma federativa de Estado garantido pela Constituição”.

No Rio Grande do Norte, o decreto de isolamento válido até o dia 20 de maio já havia previsto a liberação de salões e barbearias, mas proíbe as academias de ginástica. À Agência Brasil, a assessoria do governo do estado afirmou que esse arranho será mantido.

Até a publicação do texto, os governos da Paraíba e de Sergipe não informaram sobre o posicionamento a ser adotado em seus estados.

Norte

O governador do Pará, Helder Barbalho, disse que as atividades previstas no decreto permanecerão fechadas no estado. “Diante do decreto do Governo Federal, que considera salões de beleza, academias de ginástica e barbearias como serviços essenciais, reafirmo que aqui no Pará essas atividades permanecerão fechadas. A decisão é tomada com base no entendimento do STF”, publicou, em sua conta no Twitter.

No Amapá, Waldez Góes também manteve as regras definidas para o estado. “Apesar do decreto do Governo Federal, incluindo academias de ginástica, salões de beleza e barbearias como serviços essenciais, informo que está mantido o fechamento destas atividades no Amapá. Respeitando assim o entendimento do STF sobre o caso”, comentou, em sua conta no Twitter.

A assessoria do governo informou que Rondônia também manterá os estabelecimentos fechados. Os serviços essenciais serão os já definidos: “açougues, panificadoras, supermercados, caixas eletrônicos, clínicas de atendimento na área da saúde, farmácia, consultórios veterinários, postos de combustíveis, atacadistas, distribuidoras, indústrias, oficinas mecânicas, autopeças e serviços de manutenção.”

O governador do Amazonas, Wilson Lima, não fez menção direta à decisão, mas anunciou por meio de sua conta no Twitter que se reuniria com representantes da indústria e do comércio para adotar medidas mais restritivas. Ele informou que há um plano de abertura a alguns serviços, sem detalhar quais, mas este está condicionado aos números de casos e óbitos.

“O objetivo é salvar vidas e se não houver redução comprovada nos registros de casos, de pacientes graves e óbitos, não há como promover reabertura. Ao contrário, podemos, seguindo orientações da área de SAÚDE, promover mais restrições para que as pessoas fiquem em casa”, disse Lima.

O governo do Tocantins informou à Agência Brasil que a definição de serviços essenciais é prerrogativa dos municípios e que já possui decreto recomendando às cidades o distanciamento social ampliado.

Por meio de sua assessoria, o governador do Acre, Gladson Cameli, informou à Agência Brasil que não seguirá o decreto presidencial, considerando a decisão do STF que confere essa prerrogativa a estados. “Estamos no pico da pandemia e não temos estrutura para tratar centenas de pessoas em estado grave ao mesmo tempo. Já estamos construindo o primeiro hospital de campanha, mas aqui, a hora é de mais atenção às normas estabelecidas para que o vírus não se espalhe ainda mais. Seguimos com o Decreto nº 5.880 de 04 de maio de 2020”, declarou o governante.

O posicionamento do governo de Roraima também não foi repassado à reportagem até a publicação do texto.

Sudeste

No Rio de Janeiro, o governo do estado informou que não vai acatar o decreto presidencial. Portanto, todas as medidas restritivas já impostas permanecem em vigor até 31 de maio, conforme previsto em decreto do governador Wilson Witzel.

Estão mantidos o fechamento de escolas públicas e privadas, creches e instituições de ensino superior; de cinemas, teatros e afins e a suspensão de eventos esportivos, culturais, shows, feiras científicas, entre outros, em local aberto ou fechado. Academias, centros de lazer e esportivos e shoppings também devem permanecer fechados, bem como a população fluminense não deve frequentar praias, lagoas, rios, piscinas públicas e clubes.

Em Minas Gerais, o governador Romeu Zema também afirmou, por meio de uma postagem no Twitter, que a flexibilização do funcionamento do comércio cabe aos gestores municipais. “A decisão de reabertura de estabelecimentos, como salões de beleza e academias é de cada prefeito, que deve analisar o cenário da saúde na cidade, como já decidiu o STF. O decreto federal que considera esses serviços como essenciais não altera a autonomia de gestão dos municípios”, postou.

A assessoria do governo de São Paulo informou, por meio de nota, que o decreto federal assinado ontem por Bolsonaro está sendo analisado e que o próprio governador se manifestará sobre o assunto em entrevista marcada para esta quarta-feira (13).

“O Centro de Contingência do covid-19 em São Paulo está, desde ontem, analisando tecnicamente o decreto federal que torna essenciais os serviços de salões de beleza, barbearias e academias. Além disso, em outra frente, a Procuradoria Geral do Estado analisa juridicamente o decreto. As considerações serão apresentadas, nesta quarta-feira (13), ao governador João Doria. A decisão será anunciada na sequência, em coletiva de imprensa desta quarta”, informa a nota.

No Espírito Santo, serviços como barbearia e salões de beleza não chegaram a ter as atividades suspensas pelo governo do estado, mas academias de ginástica estão proibidas de funcionar pelo menos até o próximo dia 15 de maio, de acordo com decreto do governador Renato Casagrande. A assessoria do governador informou à Agência Brasil que está sendo discutido um plano de reabertura das academias com os empresários do setor a partir da adoção de um protocolo sanitário específico, mas essa decisão ainda não foi tomada.

Centro Oeste

Em Goiás, o governador Ronaldo Caiado afirmou, em uma entrevista ao diário O Popular, que o decreto presidencial não terá efeito no estado. Segundo ele, as atividades essenciais continuam sendo hospitais, farmácias, supermercados e indústrias do setor de alimentos.

À Agência Brasil, o governador do Distrito Federal, Ibaneis Rocha, disse que academias, barbearias e salões de beleza seguirão fechados. Uma decisão da juíza Kátia Balbino Ferreira, da 3ª Vara Cível da Justiça Federal do Distrito Federal, proibiu a ampliação do funcionamento das atividades além das que já estão permitidas, como farmácias, supermercados e distribuidoras. “Tenho a maior boa vontade de atender ao presidente, mas tem uma decisão judicial da 3ª Vara Federal que me impede de reabrir estes estabelecimentos”, disse.

Procurado, o governo de Mato Grosso informou que o decreto em vigor no estado não determinou o fechamento de comércio, mas apenas estabeleceu orientações sanitárias. A assessoria do governador Mauro Mendes ressaltou que a decisão de fechar estabelecimentos e adotar medidas de isolamento social é das próprias prefeituras. “O governo do estado não determinou fechamento de estabelecimentos comerciais. O Decreto 462/2020 tem caráter orientativo a respeito das medidas de combate ao novo coronavírus. No entanto, os prefeitos têm autonomia para deliberar sobre as medidas e as decisões cabem a eles”.

Em Mato Grosso do Sul, a assessoria do governo também informou que o decreto estadual em vigor, editado em março, deixou para os municípios definirem as ações de combate à pandemia, incluindo restrições e fechamento de comércio e outros serviços.

Sul

Em live para atualizar as medidas de combate ao novo coronavírus, o governador do Rio Grande do Sul, Eduardo Leite, comentou o decreto do presidente Jair Bolsonaro. Segundo ele, não há mudanças nas regras em vigor, que seguem um modelo de distanciamento social diferenciado em cada região do estado, que são classificados por cores, conforme a gravidade da pandemia.

“A essencialidade de um serviço não significa que ele possa abrir em quaisquer condições. Nosso protocolo do distanciamento controlado já prevê a possibilidade de funcionamento dessas atividades nas regiões que estão com bandeira amarela e laranja, com restrições de acordo com o que apontam os estudos do que essas atividades têm de risco de contágio”, disse.

O governo do Paraná informou, em nota enviada à Agência Brasil, que o decreto de Bolsonaro está sendo avaliado por uma comissão estadual, e que a evolução do número de infecções no estado é o que vai determinar mudanças nos protolocos em vigor.

“Todos os decretos do governo federal estão sendo avaliados pela comissão estadual coordenada pela Secretaria de Saúde, que está deliberando sobre a reabertura dos segmentos econômicos no Estado. Esta avaliação, que considera a evolução dos casos de covid-19 no Paraná determina os protocolos e as adequações necessárias as medidas do Governo Federal”, diz a nota.
